Nope, this photo is not taken in Lapland, nor in any northern part of a Scandinavian country. Such a view opens up on a proper winter day from the tower on Suur Munamägi hill in Southern Estonia. Jeez, when will a proper winter grace us again? I get a bad feeling that Estonia has been left out from the list of winter countries.
